Remove broken attempt to set PR_SET_PDEATHSIG in subprocess

This has been broken for a long time, and I can't figure out how to fix
it.
If we bring it back, it should be done directly in Vala now, rather than
C, since we no longer distribute C sources. See

Try to avoid confusion in claim draw dialog
...
Now that the engine can actually claim draws, it could be confusing if
the human player chooses not to claim a draw and then the engine
immediately does so. E.g. when playing against HoiChess, which always
claims a draw on threefold repetition, there is no difference between
the two options: if the human player doesn't claim a draw, the engine
will. This is hard to fix without making substantial changes to how we
present the result of the game, so let's just try to explain it instead.

For robustness, let's make it a bug to try claiming a draw when it's not
possible. Guard against this in the one point it can currently happen.

Fix draws claimed by engines
...
Currently when the engine claims a draw, we check to see if it's
possible to claim a draw. If so, we do nothing and the game stalls
forever while GNOME Chess claims the engine is thinking. If not, the
game ends in a bug (as it should).
We're missing the call to actually end the game in a draw. Fix it.
