aarch64: libatomic: add GCS marking to asm

libatomic/ChangeLog:

	* config/linux/aarch64/atomic_16.S (FEATURE_1_GCS): Define.
	(GCS_FLAG): Define if GCS is enabled.
	(GNU_PROPERTY): Add GCS_FLAG.
