aarch64: libgcc: add GCS marking to asm

libgcc/ChangeLog:

	* config/aarch64/aarch64-asm.h (FEATURE_1_GCS): Define.
	(GCS_FLAG): Define if GCS is enabled.
	(GNU_PROPERTY): Add GCS_FLAG.
