Based on CL 784220 but adjusted to fit latest source status. Replace opaque assert() calls in the exported Instantiate function with explicit panics that spell out the violated precondition. Internal assertions in instance() are unchanged since they guard invariants unreachable from the public API. Also, make error messages consistent. This only affects incorrect calls of Instantiate which reported an error or panicked before and will report an error or panic now, albeit now with descriptive error messages. Fixes #79709.
