[Ada] Cleanup in Convert_To_Positional after previous work

gcc/ada/

	* exp_aggr.adb (Flatten): Adjust description.
	(Convert_To_Positional): Remove obsolete ??? comment and use
	Compile_Time_Known_Value in the final test.
