gccrs: Add intrinsics::assume

gcc/rust/ChangeLog:

	* backend/rust-compile-intrinsic.cc
	(get_identifier): Add declaration.
	(assume_handler): New.
	(generic_intrinsics): Add assume_handler entry.

gcc/testsuite/ChangeLog:

	* rust/compile/assume.rs: New test.
