ada: Add Is_Base_Type predicate to C interface

This also documents what the predicate effectively does.

gcc/ada/

	* einfo-utils.ads (Is_Base_Type): Move to Miscellaneous Subprograms
	section and add description.
	* fe.h (Is_Base_Type): Declare.
