libgcobol: Add configure checks for iconv.

Some targets might need to add libraries to get iconv support.

libgcobol/ChangeLog:

	* Makefile.am: Use LIBICONV.
	* Makefile.in: Regenerate.
	* aclocal.m4: Regenerate.
	* config.h.in: Regenerate.
	* configure: Regenerate.
	* configure.ac: Check for iconv support.
