[OpenACC] Refactor 'delete_copyout' into 'goacc_exit_data'

Change 'FLAG_COPYOUT', 'FLAG_FINALIZE' into the usual map kind.

No functional changes.

	libgomp/
	* oacc-mem.c (delete_copyout): Refactor into...
	(goacc_exit_data): ... this.  Adjust all users.
