This replaces the awkward reuse of encode-time to both convert
calendrical timestamps to Lisp timestamps, and to convert Lisp
timestamps to other forms. Now, encode-time does just the
former and the new function does just the latter.
The new function builds on a suggestion by Lars Ingebrigtsen in:
https://lists.gnu.org/r/emacs-devel/2019-07/msg00801.html
and refined by Stefan Monnier in:
https://lists.gnu.org/r/emacs-devel/2019-07/msg00803.html

(time_arith): Just return TICKS if HZ is 1.
(Fencode_time): Remove argument FORM. All callers changed.
Do not attempt to encode time values; just encode
decoded (calendrical) times.
Unless CURRENT_TIME_LIST, just return VALUE since HZ is 1.

it was common practice and removing the lines didn't have consensus.

New test.
Most of this change is to boilerplate commentary such as license URLs.
This change was prompted by ftp://ftp.gnu.org's going-away party,
planned for November. Change these FTP URLs to https://ftp.gnu.org
instead. Make similar changes for URLs to other organizations moving
away from FTP. Also, change HTTP to HTTPS for URLs to gnu.org and
fsf.org when this works, as this will further help defend against
man-in-the-middle attacks (for this part I omitted the MS-DOS and
MS-Windows sources and the test tarballs to keep the workload down).
HTTPS is not fully working to lists.gnu.org so I left those URLs alone
for now.
* lisp/emacs-lisp/timer.el (run-at-time): In doc string, quote
individual chars with grave quotes instead of straight quotes, as
this works better when they are translated to curved quotes.
* lisp/emacs-lisp/timer.el (run-at-time): Improve the doc string.
In particular, don't refer to 'diary-entry-time', because it is
unavailable until diary-lib is loaded. Also, refer to
'timer-duration-words', not 'timer-duration', as the latter's doc
string says nothing about the accepted strings.
This patch should not change behavior. It typically omits backslashes
where they are redundant (e.g., in the string literal "^\$").
In a few places, insert backslashes where they make regular
expressions clearer: e.g., replace "^\*" (equivalent to "^*") with
"^\\*", which has the same effect as a regular expression.
Also, use ‘\ %’ instead of ‘\%’ when avoiding confusion with SCCS IDs,
and similarly use ‘\ $’ instead of ‘\$’ when avoiding confusion with
RCS IDs, as that makes it clearer that the backslash is intended.
This implements a suggestion made in:
http://lists.gnu.org/archive/html/emacs-devel/2014-10/msg00587.html
Among other things, this means timer.el no longer needs to
autoload the time-date module.
* doc/lispref/os.texi (Time of Day, Time Conversion, Time Parsing)
(Processor Run Time, Time Calculations):
Document the new behavior, plus be clearer about the old behavior.

(encode-time-value, with-decoded-time-value): Obsolete.
(time-add, time-subtract, time-less-p): Use no-op autoloads, for

* lisp/ldefs-boot.el: Update to match new time-date.el
* lisp/proced.el: Do not require time-date.
* src/editfns.c (invalid_time): New function.
Use it instead of 'error ("Invalid time specification")'.
(time_add, time_subtract, time_arith, Ftime_add, Ftime_less_p)
(decode_float_time, lisp_to_timespec, lisp_time_struct):
New functions.
(make_time_tail, make_time): Remove. All uses changed to use
new functions or plain list4i.
(disassemble_lisp_time): Return effective length if successful.
Check that LOW is an integer, if it's combined with other components.
(decode_time_components): Decode into struct lisp_time, not
struct timespec, so that we can support a wide set of times
regardless of whether time_t is signed. Decode plain numbers
as seconds since the Epoch, and nil as the current time.
(lisp_time_argument, lisp_seconds_argument, Ffloat_time):
Reimplement in terms of new functions.
(Fencode_time): Just use list2i.
(syms_of_editfns): Add time-add, time-subtract, time-less-p.
* src/keyboard.c (decode_timer): Don't allow the new formats (floating
point or nil) in timers.
* src/systime.h (LO_TIME_BITS): New constant. Use it everywhere in

of marking the idle timers directly.

(timer-set-idle-time): Simplify.
(timer--activate): CSE.
(timer-event-handler): Give more info in error message.

timer code and don't drop errors silently.
src/keyboard.c (timer_check_2): Move calculation of 'timers' and
'idle_timers' from here ...
(timer_check): ... to here. Use Fcopy_sequence to copy the timer
lists, to avoid infloops when the timer does something stupid,
like reinvoke itself with the same or smaller time-out.
lisp/emacs-lisp/timer.el (run-with-idle-timer)
(timer-activate-when-idle): Warn against reinvoking an idle timer
from within its own timer action.
doc/lispref/os.texi (Idle Timers): Warn against reinvoking an idle timer
from within its own timer action.
* etc/NEWS: Document it.
* lisp/emacs-lisp/timer.el (timer): PSECS is now at the end, rather than
being right after USECS, as that better supports old code that
inadvisedly looked directly at the timer vector.
* src/keyboard.c (decode_timer): Get PSECS from the 8th (origin-0)
vector element, not from the 4th, since PSECS is now at the end.
(Fcurrent_idle_time): Doc fix.
