Remove RCS keywords

   RCS keyword removal (only non-comment changes are enumerated here):

   * lisp/emacs-lisp/bytecomp.el (byte-compile-version): Variable removed.
   (byte-compile-insert-header): Don't use `byte-compile-version'.
   * lisp/url/url-vars.el (url-version): Use the constant string "Emacs"
   instead of calculating something from the RCS `State' keyword
   [the latter is almost entirely useless anyway].
   * lisp/forms.el (forms-version): Variable removed.
   (forms-mode): Don't use `forms-version'.
   * lisp/recentf.el (recentf-version): Variable removed.
   * lisp/progmodes/delphi.el (delphi-version): Variable removed.
   * lisp/progmodes/ada-mode.el (ada-mode): RCS keyword removed from docstring.

If we do that, still print file and line.  Make file name
relative to default-directory.	Print fewer newlines.
(byte-compile-log-file): Print something even if no file.
Print messages for entering and leaving directories,
and set default-directory.
(displaying-byte-compile-warnings): Only sometimes bind warning-series.
(byte-compile-warning-series): New function.
(byte-compile-file): Set byte-compile-last-logged-file, don't bind it.
(byte-compile-display-log-head-p): Function deleted.
