875a5d0ead Prefer directed to neutral quotes 
Prefer directed to neutral quotes in docstings and diagnostics.
In docstrings, escape apostrophes that would otherwise be translated
to curved quotes using the newer, simpler rules.

31489a32f5 * lisp/files-x.el (modify-file-local-variable-prop-line): Add local 
variables to the end of the existing comment on the first line.
Use `file-auto-mode-skip' to skip interpreter magic line,
