`dired-mouse-drag-files' now works on NS.

* lisp/term/ns-win.el (x-begin-drag): Handle FILE_NAME.
* src/nsselect.m (ns_decode_data_to_pasteboard): Handle file URL
type.
(ns_lisp_to_pasteboard, Fns_begin_drag): Handle new type `file'.

4b15b88e71 Make `d' in Dired skip dot files 
* lisp/dired.el (dired-mark): Skip dot files (bug#38729).  This
makes `C-u 10 d' (etc) consistent with marking the next ten lines
with the mouse and then hitting `d'.
