bc511a64f6 Prefer HTTPS to FTP and HTTP in documentation 
Most of this change is to boilerplate commentary such as license URLs.
This change was prompted by ftp://ftp.gnu.org's going-away party,
planned for November.  Change these FTP URLs to https://ftp.gnu.org
instead.  Make similar changes for URLs to other organizations moving
away from FTP.  Also, change HTTP to HTTPS for URLs to gnu.org and
fsf.org when this works, as this will further help defend against
man-in-the-middle attacks (for this part I omitted the MS-DOS and
MS-Windows sources and the test tarballs to keep the workload down).
HTTPS is not fully working to lists.gnu.org so I left those URLs alone
for now.

16be3e9054 hl-line.el: Fix flickering of highlighted line (bug#23510) 
* lisp/hl-line.el (hl-line-maybe-unhighlight)
(global-hl-line-highlight-all)
(global-hl-line-maybe-unhighlight): New functions.
(hl-line-overlay-buffer): New variable.
(hl-line-mode): Use it.  Replace hl-line-unhighlight on
pre-command-hook by hl-line-maybe-unhighlight on
post-command-hook, to prevent hl-line from flickering.
Adjust document string.
(global-hl-line-mode): Use global-hl-line-highlight-all to
simultaneously highlight the current line in all live windows.
Replace global-hl-line-unhighlight on pre-command-hook by
global-hl-line-maybe-unhighlight on post-command-hook, to
prevent global-hl-line from flickering.  Remove
global-hl-line-unhighlight from change-major-mode-hook on
disabling the mode.  Adjust document string.

daccca97f0 Fix Bug#16183 about `global-hl-line-sticky-flag'. 
* hl-line.el (global-hl-line-overlay): Make a local variable.
(global-hl-line-overlays): New variable to store all overlays.
(global-hl-line-mode): Don't delete overlays from the current
buffer when `global-hl-line-sticky-flag' is non-nil.
(global-hl-line-highlight): Add new overlays to
`global-hl-line-overlays'.
(global-hl-line-unhighlight-all): New function to delete all
overlays when turning off `global-hl-line-mode'.

23db85ff00 Rewrote the local minor mode so that it can be 
sticky as well and made sticky the default.  Reimplemented the
global minor mode.  Updated the commentary section to document
these changes.
(hl-line-sticky-flag): New user option.
(hl-line-overlay): Made it buffer-local and gave it a docstring.
(global-hl-line-overlay): New variable.
(hl-line-mode): Rewritten to use `hl-line-sticky-flag'.
(hl-line-highlight): Rewritten to use `hl-line-sticky-flag'.
(hl-line-unhighlight): Updated docstring.
(global-hl-line-mode): Implemented directly so that is does not
depend on `hl-line-mode' any more.
(global-hl-line-highlight, global-hl-line-unhighlight): New
functions.
