15de15c66d Replace fundamental-mode-hook with change-major-mode-after-body-hook. 
* lisp/simple.el (fundamental-mode):
* lisp/emacs-lisp/derived.el (define-derived-mode): Revert 2010-04-28
change introducing fundamental-mode-hook.

* lisp/subr.el (change-major-mode-after-body-hook): New hook.
(run-mode-hooks): Run it.

* lisp/emacs-lisp/easy-mmode.el (define-globalized-minor-mode): Use
change-major-mode-before-body-hook.

56924d996f Make it possible to locally disable a globally enabled mode. 
* simple.el (fundamental-mode): Run fundamental-mode-hook.
* emacs-lisp/derived.el (define-derived-mode): Use fundamental-mode
rather than kill-all-local-variables so it runs fundamental-mode-hook.
* emacs-lisp/easy-mmode.el (define-globalized-minor-mode):
Use fundamental-mode-hook to run MODE-enable-in-buffers earlier, so
that subsequent hooks get a chance to disable it.

156680e2df (define-derived-mode): Remove defvar for mode hook. (It conflicted 
with defcustoms for some mode hooks.)  Use the `variable-documentation'
property to give the mode hook a docstring and expand that docstring.
