9d35bb8d65 Fix minor quoting problems in doc strings 
These were glitches regardless of how or whether we tackle the
problem of grave accent in doc strings.

686343747f (checkdoc-file-comments-engine): When 
inserting ";;; Code" put it before any ";;;###autoload" cookie on
the first form.  And insert a blank line after ";;; Code" since
that's usual style.  (My Bug#4612.)
