format-time-string subsumes time-zone-format

* lisp/calendar/time-date.el (time-zone-format):
* test/lisp/calendar/time-date-tests.el (test-time-zone-format):
Remove.
* lisp/gnus/nnrss.el (nnrss-normalize-date):
Use format-time-string instead of time-zone-format.
