Improve documentation of 'auto-coding-functions'

* doc/lispref/nonascii.texi (Default Coding Systems): Clarify
that the functions in 'auto-coding-functions' are called both
for decoding and for encoding.

* lisp/international/mule.el (auto-coding-functions): Doc fix.
