Fix the test suite on Windows.

Browse source 
configure.ac (PATH_SEP): Set and AC_SUBST.

 test/automated/Makefile.in (PATH_SEP): Set this instead of
 PATH_SEPARATOR.
 (EMACSOPT): Use $(PATH_SEP).
