Fix tempfile bug on platforms lacking mkostemp and mkstemp.

* callproc.c (create_temp_file) [! (HAVE_MKOSTEMP || HAVE_MKSTEMP)]:
Do not assume that emacs_close (INT_MAX) is a no-op.
