Rework where `comp-ctxt' is defined.
* test/lisp/emacs-lisp/comp-cstr-tests.el (comp-ctxt): Remove `comp-ctxt' definition. * lisp/emacs-lisp/comp.el (comp-ctxt): Likewise. * lisp/emacs-lisp/comp-cstr.el (comp-ctxt): Define it here.
