(NEED_SIOCTL): moved from isc-4.0.h, and disabled BROKEN_TIOCGWINSZ since it

works fine when you use <sioctl.h>.
(C_SWITCH_SYSTEM): Add -D_SYSV3 to ensure availability of traditional
non-standard functions.
