Don't use $MAKEINFO for both a flag and a program.
* configure.in (HAVE_MAKEINFO): New output variable. (MAKEINFO): Reset to "makeinfo" if not found. * Makefile.in (install-arch-indep, info): Replace MAKEINFO = off with HAVE_MAKEINFO = no.
