Silence checkdoc.el compilation

* lisp/emacs-lisp/checkdoc.el: No need to load ispell when compiling.
(ispell-process, ispell-buffer-local-words, lm-summary)
(lm-section-start, lm-section-end): Declare.
(checkdoc-ispell-init): Simplify.
