* lisp/emacs-lisp/package-vc.el (package-vc-prepare-patch): Use
'vc-prepare-patch-prompt-revisions'.
* lisp/vc/vc.el (vc-prepare-patch-prompt-revisions): Extract common
function and handle prefix arguments.
(vc-prepare-patch): Pull logic out to
'vc-prepare-patch-prompt-revisions'.
