Make texinfmt-version variable obsolete

* lisp/textmodes/texinfmt.el (texinfmt-version): Make variable and
command obsolete in favour of 'emacs-version'.
(texinfo-format-region, texinfo-format-buffer-1): Use
'emacs-version' instead of above obsolete variable.
