(ignored-local-variable-values): Add :version tag.

* doc/emacs/custom.texi (Safe File Variables): Mention
'ignored-local-variable-values'.
* doc/lispref/variables.texi (File Local Variables): Fix wording.

* etc/NEWS: Improve wording of the 'ignored-local-variable-values'
entry.
