Improve recent change to emacsclient on Cygwin

* lisp/server.el (server-process-filter): Remove redundant check
that 'cygwin-convert-file-name-from-windows' is defined as a
function on Cygwin.  Don't call that function unless its argument
starts with a drive letter.
