ruby-ts-mode: Fix indentation inside empty if/unless/case/def

* lisp/progmodes/ruby-ts-mode.el (ruby-ts--indent-rules):
Add new rule.

* test/lisp/progmodes/ruby-ts-mode-tests.el
(ruby-ts-indent-empty-if-else): New test.
