lisp/emacs-lisp/seq.el: remove unnecessary compatibility code

* lisp/emacs-lisp/seq.el (seq-take, seq--activate-font-lock-keywords):
Simplify unnecessarily guarded code, as this file will only ever be
used with the same version of Emacs.
