Add SASL authentication to rcirc

* lisp/net/rcirc.el (rcirc-handler-AUTHENTICATE): New function
(bug#48601).
(rcirc-authenticate):
(rcirc-connect): Support sasl.
(rcirc-get-server-password, rcirc-get-server-method): New functions.
(rcirc-authinfo): Document it.
