Minor improvement in Emacs user manual

* doc/emacs/files.texi (Directories): Document that
'directory-free-space-program' and 'directory-free-space-args' are
only for local filesystems.  Suggested by Michael Albinus
<michael.albinus@gmx.de> in emacs-manual-bugs@gnu.org.
