(emacs): Use it everywhere instead of EMACS.
(compile): New target.  Compile all Lisp files from scratch.
(recompile): New target.  Recompile lisp directory.
(autoloads-with-other-emacs): New target.  Build loaddefs.el with
an Emacs executable not built in the current directory tree.
