Use plain report-emacs-bug instead of gnus-bug

* doc/misc/gnus.texi (Compatibility): Remove mention of deprecated
variable.
* lisp/gnus/gnus-msg.el (gnus-bug): Just use `report-emacs-bug'.
(gnus-bug-kill-buffer): Remove.
(gnus-bug-create-help-buffer, gnus-bug-message): Remove.
