Fix Bug#24947 (Tramp + ido)

* lisp/ido.el (ido-read-internal): Prevent eager Tramp connection.

* lisp/net/tramp.el (tramp-handle-file-name-case-insensitive-p):
Run remote tests only if a connection is established only.  (Bug#24947)
