Convert some names in texinfo files to UTF-8.

* doc/emacs/Makefile.in (MAKEINFO_OPTS): Add --enable-encoding.
* doc/emacs/emacs.texi (Acknowledgments):
* doc/emacs/ack.texi (Acknowledgments): Names to UTF-8.

* doc/lispref/Makefile.in (MAKEINFO_OPTS): Add --enable-encoding.
