Fix emerge.el on MS-Windows and MS-DOS.

lisp/emerge.el (emerge-metachars): Separate value for ms-dos and
 windows-nt systems.
 (emerge-protect-metachars): Quote correctly for ms-dos and
 windows-nt systems.
