Make yow.el obsolete

* lisp/play/yow.el: Move to obsolete/. 

* doc/emacs/ack.texi (Acknowledgments): Don't mention yow any more.

* doc/misc/message.texi (News Headers): Don't mention yow any more.

* etc/NEWS: Mention this.
