Release the desktop lock in 'kill-emacs-hook'

* lisp/desktop.el: Run 'desktop--on-kill' in 'kill-emacs-hook'.
(desktop--on-kill): New function, refactored from 'desktop-kill'.
(desktop-kill): Call 'desktop--on-kill'.  (Bug#56800)
