Remove some XEmacs compat code from cperl-mode.el
The 'initialize-new-tags-table' function is unconditionally available after 'etags' has been loaded, which is done further up. * lisp/progmodes/cperl-mode.el (cperl-write-tags): Remove XEmacs compat code.
