Convert lisp/term/x-win.el to UTF-8

* lisp/term/x-win.el: Convert to UTF-8.  This doesn't affect
runtime behavior, and the file is multilingual so compile-time
appearance shouldn't be an issue.
* admin/notes/unicode: Document this.
