Use lexical-binding in m4-mode.el

* lisp/progmodes/m4-mode.el: Use lexical-binding.  Remove redundant
:group args.
* lisp/progmodes/m4-mode.el (m4-m4-buffer, m4-m4-region): Quote
function symbols as such.
