Improve the "Files" chapter of the Emacs manual
* doc/emacs/files.texi (File Shadowing): Rearrange text to explain the notion of shadowing before describing the commands. Suggested by Will Korteland <emacs-devel@korte.land> in emacs-manual-bugs@gnu.org.
