Bind Qdebugger to Qdebug in signal_or_quit.

* src/eval.c (signal_or_quit): Bind the correct variable, Qdebugger (not
Vdebugger) to Qdebug in the section for errors in batch jobs.
(syms_of_eval): New DEFSYM for Qdebugger.
