Fix cl-subseq and cl-concatenate

* lisp/emacs-lisp/cl-extra.el (cl-subseq, cl-concatenate): Do not use
seq functions.
* lisp/emacs-lisp/seq.el (seq-concatenate): Call cl-concatenate in
seq-concatenate.
