Describe WHEN in all the define-obsolete- macros
* lisp/emacs-lisp/byte-run.el (define-obsolete-face-alias):
Say more verbosely what WHEN is (bug#21225).
(define-obsolete-function-alias): Describe the WHEN parameter.
(define-obsolete-variable-alias): Ditto.
