Update from Gnulib

This incorporates:
2018-11-30 memrchr: port better to clang
2018-11-21 mktime: add libc-config dependency
* build-aux/config.guess, build-aux/config.sub, lib/memrchr.c:
Copy from Gnulib.
* m4/gnulib-comp.m4: Regenerate.
