Prevent bootstrap autoload backup files

* lisp/emacs-lisp/autoload (autoload-find-generated-file): Suppress
   backups in newly created file.

  (autoload-ensure-default-file): Function split into two.
  (autoload-ensure-file-writeable): New function from split.

  (Bug#23203)
