(custom-buffer-create-internal): Slightly reword text at top of Custom

buffers.  Mention there that saving an option edits the init file.
Add link to Emacs manual node on `custom-file'.
(custom-magic-alist): Rewrite individual State messages to use
capitalized keywords.  Doc fix.
