Spelling fixes

Rename from semantic-documentation-comment-preceeding-tag.  All
uses changed.  Leave an obsolete alias behind.
* src/lisp.h (DEFINE_NON_NIL_Q_SYMBOL_MACROS):
Rename from DEFINE_NONNIL_Q_SYMBOL_MACROS.  All uses changed.
